Nobody skips a step
A step opens only when the one before it holds its evidence. “I'll take the photo later” is not a state this system has.

Photos, in-range measurements, checklist passes, verified seals, identity-bound signatures, documents — each asked for by type before a step counts.
A job can't close half-done
A check can't close while a required step is still missing its proof — not from the office, not from the field, not by any back door.
The record can't be rewritten
Once a check closes, its proof stays put. Corrections are added and signed, never written over or deleted.
It holds even with a stolen login
Records can't be deleted or back-dated. The chain of custody holds even if a field login is stolen — and that is tested every time the software changes.
